About Horst Ollmann

Horst Ollmann completed his single-stage legal training at the University of Hamburg and was admitted to the bar in 1987. He initially worked at a Hamburg law firm specialising in transport and insurance law. Following periods abroad in Scotland and Spain, as well as academic research at the Technical University of Berlin, he began working in 1993 as an in-house counsel at the federally owned, non-profit Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH, now the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH

There, public procurement law soon became his main area of expertise. He not only represented German and international public procurement law within the firm, but also advised the governments and administrations of Estonia, Lithuania, Poland and the Czech Republic on the adoption and implementation of European public procurement law during numerous assignments abroad. In addition, he advised Armenia on its preparations for WTO accession with regard to the Government Procurement Agreement.

As Deputy Head of the Legal Department at GIZ, he dealt with numerous other areas of law, in particular national and international commercial law, international law, international tax law, public price regulation law, budget law, state aid and grant law, non-profit law, labour law and occupational pensions law, including supplementary public-sectorpensions.

He has been working as Of Counsel for avocado rechtsanwälte since June 2026.
